Job Description


Background

The development partner group for private sector development and trade (DPG PSDT) was formally established in 2007, in order to build a coordinated development partner response to the Government’s Joint Assistance Strategy for Tanzania (JAST), within the overarching framework of the MKUKUTA. It continues to exist, to support the government with the realization of the FYDP III. Currently, PSD/Trade-DPG is chaired by the British Foreign Commonwealth Development Office (FCDO) and co-chaired by United Nations Development Program (UNDP). The main purpose of the PSD/Trade-DPG is to promote coherence and consistency in development assistance to Private Sector Development, Trade and financial sector, and the coordinate Development Partners’ support.

Background to the PSD work of UNDP:
UNDP is a committed partner in the work of developing the Private Sector in Tanzania and works closely with the Ministry of Industry and Trade and its agencies on several projects, and requires support on the implementation. These include:
Funguo. Unlocking. Innovation. Investment. Impact. The program seeks to support exponential ‘impact ventures’ to grow and access finance, as well as improve the enabling environment for operation.
Strengthen MSMEs Capacity to Improve Competitiveness in Domestic, Regional and International Markets for Selected Value Chains. This program works closely with the Ministry of Industry and Trade strengthening the enabling environment for Tanzanian MSMEs to benefit from market access and increasing MSME’s exports by improving their productivity and helping them to penetrate to existing and emerging markets.
Green Growth and disruptive Innovation for Tourism: As part of implementation of the recovery plan for the tourism sector UNDP embarked on the implementation of its Build back better Tourism sector in Tanzania focus into two ends; i) supporting the digitalization of the sector actors and (ii) supporting product diversification and technological uptake by MSMEs.
Digitalization of Tanzania Tourism Sector. UNDP is building to its ongoing work around digitalization of key operators and sees huge potential for the digitalization of the tourism sector. In partnership with UNWTO and others the project seeks to boost the competitiveness of the Tanzania tourism sector providers through integrating them into global digital value chains.
Horticulture Transformation for Inclusive Growth (HOTIGRO). The program seeks to “unlock” the potential of the industry by supporting sustainable and transformative activities which will subsequently lead to a sustainable growth of the horticulture industry.
Integrated Tourism Recovery and Resilience in Zanzibar. The project aims at contributing towards the transformation of Zanzibar’s economy, with a specific focus on supporting a conducive environment for sustainable and inclusive private investment in Zanzibar’s tourism industry.
Catalyzing Innovation into Smart Aquaculture in Mtwara Region for a Better Tomorrow. In partnership with the Mwanza Regional Commission office, local government, the Fishery Education Training Agency (FETA), and the local community groups, UNDP seeks to play a catalytic role in providing access to the digital Recirculating Aquaculture System (RAS) technology for women and youth farmers in the Mtwara Region. The project will help them to unlock finance and access new technology to increase output.
UNDP is seeking a suitably qualified candidate to support the PSDT Secretariat and UNDP PSDT activities. The selected candidate will report to the Head of Inclusive Growth and will be required to work out of the UNDP office in Dar es Salaam spending 50/50 of their time between the two roles.

Duties and Responsibilities

1. PSDT Secretariat
To serve as main contact point for DPG Private Sector Development and Trade Members and the public.
To support the scheduling of the monthly meetings (3rd Wednesday of every month).
Maintain an up-to-date list of members.
Support the organization of field visits when/if necessary.
To support the implementation of the DPG Private Sector Development and Trade work-plan.
To prepare key documents and agendas for meetings, drafting minutes and distributing them on time, organize meeting logistics, record-keeping of internal and external meetings, contacts, and documents, organize technical workshops, internal communication.
Regularly update and maintain the DPG PSD webpage on http://www.tzdpg.or.tz/dpg-website/dpg-tanzania.html this uses TYPO 3 for the backend and currently is not well maintained and needs to be fully updated.
To support communication with other relevant DPGs, with strategic partners such as private sector and civil society and an interested public.
Ensure maintenance and updating of the DPG-PSDT project matrix and monitoring tools.
To provide strategic support to the DPG-PSDT as requested. Contribute to a high-quality participation of DPG- PSDT in policy dialogue. Help to develop a long-term perspective for the group and facilitate the creation of strategic alliances with other partners (donors, CSOs, private sector).
To share external communication, for example from consultants, researchers, other development agencies and institutions etc., amongst the group.

2. Advisory and Secretariat Support to the Development Partners Chairs and the Group itself (DPG)
Work with the DPG Main Secretariat to provide inputs to implementation of broad strategic directions as agreed with and by the DPG Co-Chairs, on behalf of the Development Partners Group.
Liaise with the DPG Main Secretariat to provide advisory, analytical, and technical support to the Development Partners Group (DPG) Working Groups on the issues regarding development management, coordination, and effectiveness as well as strengthened development partnership.
Provide oversight and manage the logistics of the Working Groups including convening meetings and circulation of agenda and proceedings from WG meetings;
Coordinate with all stakeholders in the public and private sector in the implementation of reforms through WG deliberations;
Liaise with DPG Main Secretariat to provide strategic advisory support to the Development Partners Group Thematic Working Groups in facilitating policy dialogue on several key overarching policy issues through the DPG monthly meetings and other DPG special discussions on topics agreed by the DPG.
Provide secretariat support to DPG Main secretariat, including minutes, agendas, and invitations, as well as managing mailing lists, lists of sectors working groups.
Undertake needs and resources assessments in institutions implementing reforms and provide feedback to the WG.
Provide analysis and research of information on national priorities, donors’ interests, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
Monthly updates on WG activities including meeting briefs
Develop reform agenda and tracking tool for each WG
Produce reforms implementation reports monthly and quarterly
Draft government regulations (conducted by specified and agreed consultants)
Monthly agenda and Minutes of the Development Partner Group (DPG)

3. Inclusive Growth Pillar technical work
Work closely as a member of the Inclusive Growth Pillar team to support activities linked to PSDT.
Support on drafting proposals to solicit funds for ongoing and new projects under Inclusive growth.
Research and draft analysis papers to inform the work of the Inclusive Growth Pillar ongoing and new activities.
Support the implementation of the MSMEs Capacity project, notably on the monitoring and implementing of the African Union Free Trade Agreement (AfCFTA).
Support to Inclusive Growth Pillar contribution to the UNDP Country Programme Document (CPD) and United Nations Sustainable Development Cooperation Framework (UNSDCF)
Actively engage with and listen to the private sector and its relevant associations.
Working with TNBC and TPSF to track the participation of private sector on implementation of FYDP III
Quarterly Analytical briefs papers on specific sector and sub sectors i.e., Tourism, Horticulture, Trade, Digitalisation, Innovative finance, Youth and Women empowerment.
Organize Sem Annual High profile PPD events – Dialogue with Government on selected themes.
Drafting of research reports to inform the UNDP PSDT activities.
Drafting resource mobilization proposals as needed.
Tracking the participate of Private sector in the implementation of the FYDP III
Providing day-to-day support to the UNDP PSDT project implementation.

Required Skills and Experience
Min. Academic Education:
Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
Min. Years of relevant Work experience:
At least 5 years of experience in development management, including coordination and effectiveness.
Experience (3 years +) in research and report writing for policy briefs.
Required skills and competencies:
Experience working with donors and government counterparts’ partnerships for development
Demonstrated knowledge in Inclusive Growth and strategies and private sector development, including trade in support of poverty reduction.
Experience working broadly with traditional private sector development issues: competitive sectors, investment climate, trade, and innovation and entrepreneurship.
Experience in working as a secretariate for a similar group is desirable/ added advantage.
An understanding of how to use online tools for meetings and collaboration such as Zoom, G-Drive, Google Meet, file sharing etc.
Able to use MS Word tools effectively such as Outlook (for meetings and mails), word, excel etc.
Desired additional skills and competencies:
Experience in writing funding proposals.
An understanding of (or willingness to learn) how TYPO 3 works – experience on a similar platform like word press is an advantage.
Required Language:
Fluency in oral and written English is required.
Knowledge of Kiswahili will be considered an asset.
