Tanzania Health Promotion Support (THPS) is an indigenous NGO established under nongovernmental organization act No 24 of 2002 in 2011. THPS works in partnership with the Ministries of Health Community Development Gender Elderly and Children (MoHCDGEC) Regional Administration and Local Governments (PORALG), Ministry of Home Affairs (MoHA) and Ministry of Health in Zanzibar. THPS’ goal is to ensure accessible high-quality health care services to Tanzanians; through strengthening of health systems.

THPS, has been awarded by CDC/PEPFAR to implement the five (5) years project AFYA HATUA (Sustain Treatment, Enrolment and HIV Prevention- STEP). Through AFYA HATUA, THPS will deliver client centered, comprehensive facility and community-based HIV prevention, care, and treatment services for general, key and vulnerable populations in Pwani, Kigoma and Shinyanga regions, and contribute to the country’s epidemic control. Based on the Government of Tanzania’s (GoT) National Multisectoral Strategic Framework (NMSF) IV, Health Sector HIV Strategic Plan (HSHSP) IV, and PEPFAR COP21 priorities, AFYA HATUA will extend best practices and lessons learned from THPS’s 10+ years of implementing HIV programs in Tanzania. THPS will partner with all LGAs in the 3 regions, faith-based health facilities, and community-based, key population (KP)-led organizations to achieve the project goals.

Position title: Regional Community Program Coordinator
Reports to: Community Services Program Technical Advisor
Location: Pwani, Kigoma and Shinyanga Regional with field travel of up to 75%

Job Summary:

The incumbent will be responsible to coordinate implementation of community-based HIV prevention, and treatment activities in the region. S/He will work closely with Regional Program Manager to ensure quality program implementation of community-based activities including HTS, demand creation, community ART refills, viral load testing, screening for (opportunistic infections) OIs at the regional level to meet targets. S/He will be responsible for community stakeholder’s engagement and partner collaboration at the regional level.

Roles and Responsibilities:

  • Directly supervise all staff working on community bases HIV prevention, testing, linkage and retention activities in the
  • Develop regional community services annual and quarterly regional work plans and supervise implementation at the regional level to ensure all targets are
  • Liaise with regional authorities, stakeholders and other partners as the representative of THPS community program in the regional office.
  • Strengthen collaboration with R/CHMTs, community-based NGOs, other implementing partners, and stakeholders for smooth implementation of
  • Orient regional and districts authorities and other regional high-level stakeholders on project related interventions.
  • Organize the training on the community-based HIV prevention project to the HCPs in THPS supported HFs.
  • Participate in the development of the referral network model between the community-based outreach and HFs services.
  • Coordinate and conduct mapping of hot spots to maximize outcomes of the field outreach
  • Collaborate with Regional Program Manager to cost effectively manage assets for community interventions including vehicles and
  • Work with the program team to schedule site visits in the most cost-effective manner to reach government and donor targets.
  • Provide oversight of community health workers including community expert clients, lay councilors, outreach volunteers, from recruitment, training, supportive supervision, mentorship, monitoring and performance

 

  • Oversee monitoring and evaluation of the community HIV interventions including effective and timely data collection, analysis, report preparation and dissemination.

Qualifications, Experience and Skills required:

    • Medical Doctor, Social Scientist or equivalent with degree from recognized University
    • Master’s degree in Public Health or related filed will be an added advantage.
    • At least five years working experience on donor funded community HIV related projects at leadership position.
    • At least five years’ experience of working with Regional and Districts Health Management
    • Ability to work independently and strong problem-solving skills
    • Fluent in English and Swahili with good verbal and written communication
    • Excellent computer skills especially on Ms Word, power point and excel
