About the role

The Empowered II project, financed by the Italian Agency for Development Cooperation, aims to develop and strengthen branches of Domestic Workers’ Associations (DWAs) within the CHODAWU network in 14 newly established regions of Tanzania.

The project also seeks to enhance professional training in domestic work through capacity-building activities for teachers in VETA training centres. Furthermore, Empowered II contributes to preventing human trafficking and child labour by promoting awareness, protection mechanisms, and decent work standards.

Purpose of the position

The Project Facilitator will support the implementation of project activities aimed at empowering domestic workers through training, community engagement, economic strengthening, and coordination with local government authorities.

The position supports the implementation of the Domestic Workers Project at community, ward, and district levels. The role focuses on coordinating with CHODAWU Regional Secretaries, government and community stakeholders, engaging beneficiaries, documenting activities, and preparing reports to ensure effective project delivery.

Key responsibilities

The Project Facilitator will:

  1. Mobilize domestic workers and community members to participate in project activities.
  2. Facilitate the recruitment of domestic workers to attend vocational training sessions.
  3. Support the identification and recruitment of beneficiaries and domestic workers to become CHODAWU members and participate in branch formation.
  4. Coordinate with CHODAWU Regional Secretaries, ward officials, Community Development Officers, and local leaders to recruit domestic workers to join CHODAWU branches.
  5. Monitor beneficiaries’ progress, including training attendance and the progress of project activities.
  6. Provide coaching and follow-up support to domestic workers receiving microcredit or revolving funds.
  7. Prepare weekly, monthly, and quarterly field reports.
  8. Support data collection, verification, documentation, case management, best practices, and lessons learned from the regions in collaboration with domestic worker leaders and the CHODAWU regional office.
  9. Facilitate group formation, savings groups, peer-support meetings, and branch meetings.
  10. Support conflict resolution and mediation within groups or between domestic workers and employers when required, in collaboration with CHODAWU leaders and local authorities.
  11. Facilitate awareness sessions on workers’ rights, gender equality, financial literacy, occupational safety, and access to local services.
  12. Strengthen relationships with local authorities, employers, community leaders, and service providers to improve the visibility and support of domestic workers.
  13. In collaboration with the Project Coordinator, act as a liaison to foster and maintain official relationships between CVM, senior government officials, and project stakeholders.
  14. Ensure accurate and timely data entry and record-keeping for all project beneficiaries and implemented activities.
  15. Provide logistical support for project activities, including training preparation, meeting organization, and mobilization.
  16. Identify challenges, gaps, and risks in project implementation and propose solutions to supervisors and the CHODAWU regional office.
  17. Support monitoring and evaluation activities, including surveys, interviews, and field assessments, in coordination with the supervisor.
  18. Promote the sustainability of branches and groups by helping domestic workers gradually develop leadership, management, and decision-making capacity.
  19. Represent the project professionally in community forums, meetings, and dialogues concerning domestic workers’ rights and welfare.

Administration and management responsibilities

The Project Facilitator will also:

  • In collaboration with the Project Coordinator, support the management of financial resources allocated to project activities, ensuring their proper, transparent, and compliant use according to organizational procedures.
  • Ensure the proper management of project materials, office supplies, and equipment, and report any replenishment or repair needs to the Project Coordinator.
  • Maintain an orderly and professional working environment at the field office, ensuring adherence to safety and safeguarding standards.
  • Support logistical and administrative arrangements for staff field missions, workshops, and stakeholder engagements.
  • Ensure compliance with organizational administrative procedures, data-protection protocols, and ethical guidelines in all office-related tasks.
  • Support basic office administration, including maintaining organized files, records, and documentation concerning project activities and beneficiaries.

Required skills and abilities

Communication skills

Excellent verbal and written communication skills, with the ability to engage effectively with domestic workers, community leaders, local authorities, and project stakeholders.

Interpersonal skills

Strong relationship-building skills and the ability to work collaboratively in diverse teams and manage conflicts sensitively.

Organizational skills

Ability to plan, prioritize, and coordinate multiple tasks and project activities efficiently, including community mobilization, training, and reporting.

Analytical skills

Ability to collect, analyze, and interpret field data, document lessons learned, and provide actionable recommendations.

Problem-solving skills

Capacity to identify challenges and risks affecting project implementation and propose practical and timely solutions.

Training and facilitation skills

Experience facilitating workshops, awareness sessions, and peer-support meetings involving diverse groups.

Monitoring and evaluation

Basic knowledge of monitoring and evaluation principles, including data collection, reporting, and using feedback to improve project activities.

Digital literacy

Proficiency in using computers, Microsoft Office, and data-entry systems for reporting and documentation.

Financial awareness

Understanding of financial procedures and the ability to support the proper management of project resources.

Safeguarding and ethics

Strong commitment to safeguarding, gender equality, protection, and ethical standards in all project activities.

Adaptability and resilience

Ability to work under pressure, adapt to changing environments, and travel to field locations as required.

Education background

Applicants must have:

  • A bachelor’s degree in Social Work, Community Development, Human Resource Management, Education, or a related field.
  • A diploma or certificate in Project Management, Community Mobilization, or Gender Studies will be an added advantage.

Safeguarding, protection, and gender equality

The Project Facilitator is responsible for upholding the highest safeguarding standards in all interactions with beneficiaries, community members, and project stakeholders.

This includes ensuring a safe, respectful, and inclusive environment for domestic workers, particularly women, youth, and other vulnerable groups, by preventing all forms of exploitation, abuse, discrimination, or harm.

The Project Facilitator must:

  • Strictly follow the organization’s Safeguarding and Protection Policies.
  • Promptly report safeguarding concerns to the supervisor or designated focal point.
  • Support awareness-raising activities that promote safe participation in all project initiatives.
  • Maintain confidentiality and appropriate professional boundaries.
  • Reinforce gender-equality principles in all engagements, training sessions, and community dialogues.
