Project Coordinator Energy and Environment Grant in Ruvuma and Mtwara

Position: Project Coordinator

Grade: 7

Reports to: Area Manager

Supervision of: Local Project staff in Ruvuma and Mtwara regions

Duty station: Kibondo /Dar es Salaam / Mtwara / Ruvuma

Travel: 75%

RESPONSIBILITIES
Role and responsibilities
The purpose of the Project Coordinator position is to implement delegated EQUINOR grant portfolio

The following is a brief description of the role.

Generic responsibilities

Line management of project staff at the Ruvuma and Mtwara level
Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
Contribute to CC strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market based programmes
Manage and implement delegated portfolio of Equinor related activities, budget and project documentation as delegated from AM in line with proposals, strategies, and donor requirements, and ensure high technical quality
Provide regular progress reports to Area Manager and Core Competency Specialists and Regional Office for Consolidation
Promote and share ideas for improvement and necessary changes in the activities
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Develop and manage project budget (in cooperation with Cs) and coordinate across CCs
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities

Facilitation of National and Local Government approval to operate and implement activities in the Regions and Districts of Mtwara and Ruvuma.
Responsible to acquire the necessary permit from the relevant authorities for the general assessments and later implementation of the designed projects
Provided coordination and support to the selected firm/ individuals when conducting the assessment. This includes facilitating access, permits and contacts for the assessment exercise in the field.
Coordinates and provide support to various NRC staff who will be conducting assessments for the separate components of the assessments
Responsible for coordinating the day-to-day requirements in the Assessment and Project Design Phase
Participate and provide inputs in the drafting of the assessment reports and during the design period.
Support from the onset in the identifying opportunities for cash-based interventions and market based programs and support in the implementation after design.
Contribute to creating an enabling environment for the implementation of cash-based interventions, working with support teams in the institutionalisation of cash (capacity building, guidance and SOP development).
Contribute to the development of the Area strategies, initiate and participate in the development of relevant core competencies projects
Coordinate and manage project activities, budget and project documentation in line with proposals, strategies and donor requirements
Implement technical direction and ensure high technical quality of projects
Provide regular progress reports to the Area Manager and the Country Office
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Participate in project development and fundraising for expansion
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Promote the rights of all project participants or the people that will be reached.
Critical interfaces

Strategy and project planning: Sector leads/ Specialists ? Area and CO Management
Area operations: Field coordinator/team leaders and staff
Staff capacity building: Sector leads, Coordinators and Team leaders.
Implementation: Energy and Environment, Wash/Shelter, Education and ICLA Sector leads.

Scale and scope of position

Staff: Mainly the Assessment firm staff during the Assessment phase. About 6 NRC staff CC Specialists or Coordinator and HSS who will be in the field at various times conducting the assessment for the related CC components.
Area support staff who will be based in Kibondo with direct support to the project including Finance, Procurement, Logistics, ICT, HR and Admin

Stakeholders: Key external stakeholders: The Government in Dodoma for permits and approvals. The Regional and District and Local Government through whom to reach the populations. The local based organisations including national organisation for knowledge sharing and participation on the assessment and later in implementation after selection. UN agencies, INGOs.
Budgets: The Assessment and Program Design budget of the Grant.
Information:

Legal or compliance

The post holder is responsible for Monthly reporting and also relevant parts of the CO strategy reporting (quarterly reports).
Responsible for managing contracts with firms or contractors and/or suppliers working on this project/s. In addition, the post holder is responsible for compliance with the donor regulations of projects that s/he will be the budget holder for.

QUALIFICATIONS
2. Competencies

1. Professional competencies

A Bachelor or Masters Degree in Social and Human studies, or Development Studies, or Energy and Environment, or Project Management, or Social Sciences, or Education.
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery or development context
Experience working at the different levels of a project development. Assessments through project design and implementation complex and volatile contexts
Experience in working with and facilitating assessment teams
Experience with working with the Government bodies at various levels and soliciting approvals, permits and buy ins
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English and Kiswahili both written and verbal
Context/ Specific skills, knowledge and experience:

Knowledge of the context in Tanzania especially Ruvuma and Mtwara regions is an advantage
Knowledge of the local language (Swahili) is an advantage
Experience with start-up of operations
