Position Title                  :   Program Coordinator

Department                    :   East Africa Ministry Team

Reports to                       :   Country Director, Tanzania

Status                              :   Full Time

The Organization:

World Renew is a relief and development organization of the Christian Reformed Church in North America (CRCNA), is registered in Tanzania as an International NGO, under the Non-Governmental Organizational Act, 2002, made under Section 11(1) and 17 (2) of Act No. 24 of 2002 with the Registration Number I- NGO/R2/000640. In collaboration with our local partners and government district councils, World Renew Tanzania is implementing a significant number of community development programs focusing to improve Food Security, Conservation Agriculture, Disaster Risk Reduction, Environmental Protection, Livelihoods and Income Generation, Health, and Literacy.

Purpose:

This position will be based in Mwanza, Tanzania, and will make a major contribution in implementing World Renews community development and disaster response strategies in Tanzania, while also contributing to the overall strategies, policies, and functioning of the East Africa Ministry Team (MT). The role will coordinate the planning and implementation of World Renew development programs in collaboration with the project team and implementing partners to deliver major project objectives efficiently. She/he will ensure that the project is embracing the Theory of Change and aligns with World Renew, donors and government guidelines and requirements. She/he will participate in the planning, implementation, and monitoring of projects progress, participating in preparing project reports and coordinating the project partners’ meetings. This position also has a specific responsibility for developing a plan, within the overall Tanzania strategy, for the Lake Zone partners and programming, and shares responsibility to ensure that in-country and regional strategies are in alignment with World Renews long range plan. This position must be filled by someone who possesses the indefinite right to live and to work in Tanzania mainland.

Program Consultation 20%:

Work with four partner organizations, providing consultation and training to improve programs, policies, and systems:

  1. Provide oversight to World Renew project officers who are managing programs.
  2. Manage private and institutionally funded grants.
  3. Provide consultation that improves the implementation and quality of community development and disaster response programs through local partners(ensuring outcomes).
  4. Provide consultation that improves the implementation of community development, disaster response, and disaster risk reduction strategies (ensuring impacts).
  5. Strengthen partner organizations by putting in place systems and structures for accountability, for both financial and program outcomes providing consultation that strengthens organizational capacity.
  6. Collaborate closely with local partners to develop plans, reports and narratives as required.
  7. Translate the plans, budgets, and reports of partner organizations into formats needed by World Renew and/or external donors.

Program Coordination 20%:

  1. Collaborating with World Renew project team to enhance training and capacity building for implementing partners to improve policies, programs, and systems.
  2. Providing leadership support to implementing partners to improve quality of community development programs (ensuring outcomes).
  3. Supporting implementing partners to deliver high quality project outputs on a timely basis in line with World Renew and donor requirements and encouraging networking and collaboration amongst implementing partners.
  4. Coordinate all necessary technical inputs from the project technical team that contribute to the implementation of the interventions and ensure that external expertise is mobilized on time when and where needed.
  5. Coordinate the learning process of how interventions contribute to the development of gender equality and social inclusion.
  6. Coordinate implementing partners’ capacity development to contribute to the improvement of the organizational internal processes and systems and of their staff’s competencies.
  7. Facilitates building of partnership, networks coalitions, and alliances with other stakeholders in the project areas to increase program effectiveness.
  8. Contribute to the development of work plans, budget preparation and field implementation.
  9. Maintaining and strengthening effective partnership with all implementing partners and government departments.
  10. In coordination with World Renew technical leads, coordinate all communication activities of projects to ensure all project news and outcomes are shared with all stakeholders.

Field Activities:

  1. Conducts regular field visits to all implementing partners, monitor project activities and provide the technical support for an effective implementation of project activities to improve program delivery.
  2. Develops and maintains good relations with the regional and district level key stakeholders.
  3. In coordination with World Renew technical leads, coordinate all communication activities of projects to ensure all project news and outcomes are shared with all stakeholders.
  4. Assessing performance against agreed project objectives, indicators and standards and approaches.
  5. Ensures safeguarding and right-based policies of vulnerable groups as stated by World Renew are mainstreamed into all field program activities.
  6. Coordinating the documentation of best practices and success stories.

Organizational Activities:

  1. Translate the plans, budgets, and reports of partner organizations into format needed within World Renew
  2. Produce plans, reports and narratives as required.
  3. Host visitors or home office staff when necessary.
  4. Support the project team to apply program results and lessons learned to refine activities and implementation.
  5. Coordinate with the project team to roll-out results frameworks for the implementing partners to understand the requirements.
  6. Routinely work with the project team to update track all output indicators to inform progress.
  7. Follow up implementation of any recommendations by project teams and the country director.

Team Activities:

  1. Participate in the country and World Renew Ministry Team management meetings and help the team to develop strategies and policies.
  2. Contribute to the refinement and growth of the country and Ministry Team strategies and encouraging alignment with the agency’s long- range plan.
  3. Provide coaching in at least one area of technical expertise, based on the Ministry Team’s strategic plan.
  4. Serve as a liaison to one of the Functional Teams (e.g., coordinating MT budgeting or planning, or working on a program task force, such as the task forces for Environmental Stewardship, Agriculture, Gender, Micro-finance, or Health).
  5. Support the country director during his absence from the country.
  6. Perform miscellaneous tasks and/or contribute to at least one ongoing function of the World Renew Ministry Team necessary for functioning in-country (e.g., spiritual retreat planning, country team planning, assist in planning for World Renew Ministry Team meetings, liaison to other agencies).

Resource Development:

  1. Communicate with individuals and support churches to raise financial support for community development programs. This will include activities such as: contributing to quarterly newsletters, sharing ministry stories as appropriate, preparing updates for special donors in collaboration with Donor Relations and identifying service opportunities for volunteers.
  2. Collaborate closely with members of the Grants Sub Team and International Disaster Response Team, along with local partners to develop proposals to external donors and manage the implementation of projects funded through institutional grants.
  3. Perform other duties as assigned by the country director or any other senior leader of World Renew.

  7. Good analytical skills.
  8. Ability to translate financial concepts to – and to effectively collaborate with – programmatic colleagues who do not necessarily have finance backgrounds.
  9. A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision making.
  10. Excellent communication and relationship building skills with an ability to prioritize, negotiate and work with a variety of internal and external stakeholders.
  11. Commitment to the agency’s core development and relief concepts, models, and values.
  12. Experience in participatory community processes (e.g., PRA (Participatory Rural Appraisal), PLA (Participatory Learning and Action), Al (Appreciate Inquiry).
  13. Able and willing to work in a team setting; able to develop team skills in others, be proactive and able to work with minimal supervision as needed.
  14. Experience in managing projects funded by large institutional donors (e.g., USAID, Global Affairs Canada (GAC) or others) including experience planning, budgeting, project management, performance monitoring, reporting and evaluations of grant-funded projects.
  15. Thorough understanding of Results Based Management (RBM), Monitoring and Evaluation (M&E), and the expectations of institutional grant making agencies.
  16. Demonstrated experience working with organizations in organizational development (0D), including devising and aiding organizations with organizational systems and structures, and experience in board development is an asset.
  17. Demonstrated experience in mobilizing communities in food security and small-scale agricultural projects.
  18. Demonstrated advanced business/project management skills, facilitating workshops and/or public speaking abilities.
  19. A driver’s license in a good standing (including the ability to drive a manual transmission, 4-wheel drive vehicle).

EDUCATION AND/OR EXPERIENCE:

  • A master’s degree in Community Economic Development/ Projects Planning and Management/Business Administration, or any other Rural Development qualifications.
  • Minimum of seven (7) years’ work experience in cross-cultural international management or organizational development role working in community development, disaster response, and/or organizational consultation environment of which three years management experience is required.
  • Membership in a Christian church and agreement with the doctrine of the CRC are signified by signing a covenant statement. Commitment to and ability to articulate a Christian worldview, particularly as it relates to World Renews vision, mission, values, and programs.

LANGUAGE SKILLS:

Must be fluent in English with well-developed written and oral communication skills, in English. In addition, since a significant part of the consultation to partners and communities will be conducted in Tanzanian Swahili, the ability to speak Tanzanian Swahili at a professional working proficiency level is required.

The incumbent, in this position, will travel at least 25% of the time to gather, first-hand, the necessary information and build local contacts to formulate a response. The conditions in disaster areas and contacts with disaster survivors are mentally challenging.
