Job Description

Organizational Settings

FAO is implementing the sustainable operationalization of the One Health in Africa project, funded by the United States Department of Defence Threat Reduction Agency (DTRA) and to strengthen the operationalization of the one health approach in 6 countries (Cameroon, Ethiopia, Kenya, Liberia, Senegal and Tanzania). These countries have adopted this approach and its operationalization is ongoing through activities supported by FAO and others partners. Building on institutions, partnerships, frameworks and infrastructures at the regional, national and local levels, the project aims to accelerate the implementation of the one health approach through innovative activities, which will contribute, to the improvement of the implementation of this approach in the beneficiary countries. The project is being implemented in close collaboration with others projects that support the one health care approach such as the GHSA/EPT-2 program funded by the United States Agency for International Development (USAID).

Reporting Lines

The incumbent will work under the overall supervision of the Senior Animal Health Officer, Head, Global Emergency Centre for Transboundary Animal Diseases (ECTAD), the functional and administrative guidance of the FAO Representative in Tanzania, the direct technical supervision of the ECTAD One Health Coordinator based at FAO Kenya, in close collaboration with ECTAD country team lead and the One Health Platform.

Technical Focus

As part of the activities of the FAO Emergency Centre for Transboundary Animal Diseases (FAO-ECTAD), the consultant will implement the “Sustainable operationalization of the One Health in Africa region” project (OSRO/GLO/902/USA)

Tasks and responsibilities

She or He will undertake the following duties and responsibilities:

Develop and present the methodology that will be used for the cost-benefit analysis of the use of the one health approach in the response to anthrax outbreak
Describe the use of the one health approach to anthrax outbreak response activities
Develop the epidemiological and CBA conceptual models to be used
Collect data and information necessary to make a cost-benefit analysis of the use of the one health approach in the response to the anthrax outbreak
Assist in preparing the workshop during which the outcome of the OH intervention cost-benefits analysis will be discussed
Present the results of the cost-benefit analysis of the use of the one health approach in the response to the anthrax outbreak during a workshop
Identify the elements of the results of this analysis that will be used in an advocacy exercise for domestic resource mobilization
Submit the report of the cost-benefit analysis of the use of the one health approach in the response to the anthrax outbreak
Prepare and submit a consultancy report

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

Hold a PhD in health economics or agro-economics or socio-economics or epidemiology
Have at least seven (7) years professional experience in the cost-benefit analysis of human and animal health interventions and modeling.
Candidates should be Tanzanian or resident in the country with a regular work permit.

Technical/Functional Skills

Have experience with public administration(veterinary services, human health services, environmental services, prime Minister’s Office) and/or international organizations (OIE/FAO, WHO,AU-IBAR, IAEA, World Bank), etc)
Be able to draft reports clearly, concisely, and good oral and written communication skills.
Be able to work in English and Kiswahili
Excellent computer skills
