The Social Innovation in Health Initiative (SIHI) network of partners collaborates with grassroots innovators, Ministries of Health, funding agencies and international agencies to achieve its mission of advancing social innovation in health in low-and middle-income countries through research, capacity building and influence. Over the past few years, the SIHI partners have celebrated the richness and scope of existing solutions. These solutions have contributed to increasing access to affordable and effective health care delivery, strengthening public health systems, and catalyzing the achievement of the Sustainable Development Goals.

How can you make a difference?

You will be required to ensure that there is improved understanding of private sector service delivery models and effective modes of engagement for UNICEF and UNDP to strengthen public-private sector collaboration for quality child health services and how this can be applied.

MAIN OBJECTIVES, TASKS, DELIVERABLES AND TIME FRAME

The main objectives of the consultant will be as follows:

1. Map private health providers and actors in the country through working with Association of Private Health Facilities in Tanzania (APHFTA) and the Ministry of Health Community Development Gender Elderly and Children.

  1. List all the private health provider regulatory bodies (for different private providers)
  2. List all private health provider associations and umbrella bodies in the country
  3. List all categories of private providers in the country
  4. List all registered private health facilities and providers if possible
  5. Develop and populate a matrix of types of private providers and their characteristics including the business model, regulation strategy used, range of services provided, level of engagement with the MoH, cost of accessing the services etc.

Provide a report of the mapping of health providers and actors in the country as from the matrix of providers above (section e).

2. Summarize existing private health provider legislations

  1. List all existing laws and policy documents that define and regulate private health providers and briefly summarize the content.

3. Lead country stakeholder discussions and roundtables to describe the current status of private health provider engagement and how this can be strengthened.

    1. Interview all private provider regulatory bodies (phone or online interviews) – preferably individually
    2. Interview all private provider associations/umbrella bodies
    3. Interview all key private health provider supporting agencies for example SHOPS-plus

These interviews will be both individual key informant interviews and round table discussions.

4. Contribute to the development of technical guidance for the country government to strengthen engagement of private health providers for child health

    1. Provide a report that summarizes the situation analysis of private health providers and child health: their role, strengths, weaknesses, and guidance on how to work better with private provider for child health

PAYMENT SCHEDULE

Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines

To qualify as an advocate for every child you are required to have the following:

  • University degree in health-related science
  • Relevant post graduate training in Public Health or similar scientific experience.
  • Minimum 10 years working experience in the health sector.
  • Previous experience of working in or with the private health sector.
  • Experience in consultancy and research work.
  • Excellent time management and communication skills.
  • Excellent ability to deliver timely and high-quality products.
  • Solid experience of working with the Tanzanian health system.
  • Ability to function effectively in English and Swahili.

SUPERVISION AND WORKING CONDITION

Supervision

The consultant will report to the Health manager, UNICEF Tanzania Country Office (TCO) and work closely with the focal person at UNDP Tanzania Country office

Working conditions

  • The consultant will work closely with SIHI consultant Dr Phyllis Awor who will coordinate and provide guidance throughout the process
  • The consultant is expected to work remotely and will not be provided office space at UNICEF TCO.
  • No field travel is required, all communication to be carried out remotely.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant.
  • Additional details of UNICEF rules, regulations and conditions will be attached to the contract.

Policies both parties should be aware of:

  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
  • Consultants are not entitled to payment of overtime.
  • All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
  • Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
  • The Form ‘Designation, change or revocation of beneficiary’ must be completed by the consultant upon arrival, at the HR Section.

EVALUATION PROCESS AND METHODS

The assignment is proposed to be undertaken by an individual international consultant who will be competitively selected by UNICEF and MOEST. The applicant should submit both technical and financial proposal which clearly stipulate how the work will be conducted, time required, and budget for the whole work.

Note that the following will be the selection criteria based on the score:

  • Technical proposal (75%) with the following breakdown: Overall response (10), methodology (30), proposed team and experience (20) and examples of similar plans/strategies and/or materials developed and implemented successfully (15).
  • Financial proposal with clear stipulation of each activity and costs– 25%.

LOGISTIC AND LOCATION

The Consultant will be working remotely, hence the post can be based in any location. Also, there will be no field travelling requirements.
