Programme: Marine Programme

Reports to: BAF Project Lead

Location: Dar es Salaam

Grade: A2


WWF Tanzania through funding from the Blue Action Fund (BAF) is undertaking a five-year project (currently at the midterm) that aims to improve management effectiveness of formal and community based Marine Protected Areas (MPAs) within the Rufiji-Mafia-Kilwa Seascape in order to maintain and/or improve its ecological value and livelihoods benefits. The project consists of five work packages namely; (i) Improved management effectiveness of Mafia Island Marine Park – MIMP, (ii) Improved management effectiveness of Rufiji Delta Mangrove Forest Reserve, (iii) Strengthening Collaborative Fisheries Management Areas – CFMAs (WP 3), Designation of Man and Biosphere (MAB) Reserve in the Rufiji-Mafia-Kilwa Seascape, (v) Promotion of Microfinance for Livelihood and Enterprise Development for Food security.

The five work packages have been objectively designed to ensure marine protected areas and their associated buffer zones within the seascape are effectively managed to maintain and/or improve ecological value of Rufiji-Mafia-Kilwa Seascape area. Given the size and scope of the project multiple stakeholders are involved including Local government, government agencies, CBOs, NGO partners and consultants; Wetlands International is the project co-implementer focussing on work package (ii), above.

WWF BAF project will follow a transformative approach in order to nurture and sustain marine conservation in the Rufiji-Mafia-Kilwa Seascape.

The Seascape area is vital for protection of endangered species, mangroves, sea grass beds, coral reefs, fisheries resources, and for improvement of communities’ income base through the blue economy. The area contains the largest coral reef ecosystem in the Western Indian Ocean supporting small scale fisheries that underpin food security and coastal economies for thousands of people within and beyond the project area.

WWF are currently looking to recruit a person with proven experience Monitoring and evaluation with capacity in awareness raising (as a support role) in the context of nature conservation, protected areas and sustainable use of coastal natural resources in order to join the Blue Action Fund (BAF) project titled ‘Strengthening Marine Protected Areas Management in Rufiji, Mafia and Kilwa Districts in Tanzania’.

Key functions:

To ensure quality and timely delivery of the monitoring, evaluation and collecting the indicators related to a marine resources management and conservation project working with coastal communities in the project areas (Mafia, Kilwa, Kibiti, and Rufiji). The project monitoring areas will focus on:

Protected Area management (including METT scores, and MCS – monitoring, control and surveillance data);
Small scale fisheries status (CPUE, eCAS);
Livelihoods and socio-economics of coastal communities (KAP, HH economics VSLA and income-generation);

The position will include a supporting role towards project awareness raising and communication which will involve working with the project team and the communication department to publish the achievements of the project to a range of stakeholders. Frequent travel to the project sites will be required.

Major duties and responsibilities:

Work closely with the field team and partners to collect, analyse, interpret and communicate M&E data in a timely manner as required by the project.
Collecting project indicators and communicate the successes for project awareness-raising on the marine environment and sustainable use of coastal resources with focus of MPA, Rufiji mangrove delta, Beach Management Units (BMUs) and CFMAs, Community-led octopus closures and development of a Man and Biosphere Reserve being the priority programme and project components.
Prepare a visibility plan, and review communication and awareness plans which are oriented around the current ongoing project with due consideration of social, cultural and religious characteristics of coastal communities; Including design, production & distribution of relevant materials and implementation of appropriate activities;
Promote wide stakeholder awareness and understanding within the project areas on sustainable management of marine coastal resources, working closely with the WWF marine programme team and partners such as LGAs, VPO, TFS, Wetlands International, Tuna Alliance Tanzania, WATONET, Sea sense, Fisheries Division.
Maintain a relationship with peers in the network, national offices, donors, government parastatals, district officials and partners.
Liaise with the Program Coordinator and Communications Manager in planning and implementing programme national media coverage of noteworthy events and successes related to the Marine Programme.
Lead the development of programme stories, factsheet and fliers to communicate the status of project to donors, project partners and other stakeholders;
Prepare draft contracts for involvement of third party professional services relevant to any of the above tasks;
Support semi-annual and annual technical progress reports and any other reports as may be required;
Ensure and champion that WWF social policy, safeguards and network standards are incorporated into activities, as culturally appropriate.
Perform any other duties as may be required from time to time by the Project Lead and other Managers.


A team-player who has an excellent eye for detail, problem solver, and excellent communicator.
Flexibility and ability to travel and work remotely in-country, throughout the coastal communities.
Minimum Bachelor’s Degree or equivalent in Conservation, Monitoring and Evaluation, Environmental science, Communications, natural resources management or similar; (Note the primary role is having strength in M&E)
Master’s Degree on the above qualifications may be an added advantage;
At least three years relevant professional experience in M&E position in natural resource management. Monitoring and Evaluation is the primary role and communication and / or environmental education, will be an advantage.
Experiences in fisheries or marine resources management, sustainable coastal livelihoods will be an advantage;
Experience in planning, supervising the design and development of indicators or projects.
Understanding of, and sensitivity towards, the culture and livelihoods’ context of rural coastal communities in Tanzania. Actual experience working in coastal communities will be an advantage;
A proven ability to work effectively without direct supervision, and to deliver high quality, timely outputs; proven ability to work in a team and willingness to travel regularly and to stay for periods sometimes in remote areas;
Excellent verbal and written communication skills in both English and Kiswahili
High level of computer literacy and technical report writing in English and Kiswahili.

Working Relationships

Internal: Working closely with the Project staff and the M&E and Comms departments whilst reporting to the BAF Project Lead and the Marine Programe Coordinator. To work with all the project staff as well as other colleagues within WWF Tanzania Country Office and WWF Network;

External; Working closely with relevant counterparts within partner institutions, coastal district/municipal councils; target coastal communities; service providers involved in production of awareness materials and media.
