MdM has operated in Tanzania since 1992, beginning with HIV/AIDS development projects and community health initiatives. In 2010, the organization shifted its focus to harm reduction services for people who use drugs. It launched the first comprehensive harm reduction program in Temeke, Dar es Salaam, which significantly reduced HIV and other infectious diseases among people who inject drugs.

By 2021, MdM was serving as a technical partner supporting the expansion of harm reduction programs locally and in neighbouring countries. In 2022, the organization began providing sexual and reproductive health services for adolescents and vulnerable groups in urban and rural areas, working in partnership with local organizations and health facilities.

CUTTS Hep C project

MdM, together with the University of Bristol, Burnet Institute, International Network of People Who Use Drugs (INPUD), and local organizations in Dar es Salaam, implements the CUTTS Hep C project in support of Tanzania’s hepatitis eradication efforts.

The project focuses on:

• Introducing cost-effective hepatitis C virus prevention tools, including long-acting buprenorphine and low dead-space syringes.
• Creating accessible hepatitis C care models for people who inject drugs.
• Providing evidence to inform national policy.
• Supporting communities of people who inject drugs through meaningful involvement and community-led monitoring.

MdM Tanzania also provides harm reduction technical assistance in Rwanda. In Rwanda, MdM participates in a three-year harm reduction project known as TUBITEHO, implemented from October 2023 to September 2026 with four other stakeholders.

MdM’s future strategy aims to:

• Expand harm reduction initiatives to newly identified regions in partnership with other organizations.
• Strengthen harm reduction technical assistance capacity within Tanzania and neighbouring countries.
• Expand sexual and reproductive health and rights interventions.
• Improve emergency response capabilities to respond effectively to crisis situations.

Reporting and functional relationships

The MEAL Officer reports directly to the Medical Coordinator.

The position also maintains functional relationships with coordinators and managers responsible for projects implemented under the Tanzania mission.

Overall objective of the position

The MEAL Officer is responsible for developing, implementing, and maintaining a robust monitoring and evaluation system that ensures the quality, accountability, and effectiveness of all Médecins du Monde programs in Tanzania.

The position is expected to generate reliable data and timely reports that:

• Inform programmatic decisions.
• Support continuous improvement.
• Demonstrate the impact of program activities.
• Ensure alignment with MdM’s mission, organizational standards, and donor requirements.

Tasks and responsibilities

Monitoring and evaluation systems and implementation

The MEAL Officer will:

• Develop and maintain project-specific monitoring and evaluation frameworks, including logical frameworks, indicators, and data-collection tools, in accordance with MdM standards and donor requirements.
• Ensure that monitoring and evaluation systems align with donor requirements and organizational standards.
• Support the monitoring and analysis of overall program data to track progress against agreed targets and logical frameworks.
• Develop monitoring and evaluation guidelines containing the information required for a sustainable M&E system, with support from headquarters and the program team.

Data collection and analysis

The MEAL Officer will:

• Coordinate regular data collection, verification, and analysis to monitor project progress.
• Ensure data quality, consistency, and compliance.
• Ensure that appropriate reporting tools, formats, and systems are in place.
• Conduct field visits to verify data quality and implement corrective measures when necessary.
• Ensure and maintain data protection and confidentiality.

Reporting and documentation

The MEAL Officer will:

• Prepare timely and accurate monitoring and evaluation reports for internal and external stakeholders.
• Develop and manage a secure central filing system for all project-related information.
• Document lessons learned, success stories, and best practices in collaboration with field teams and partners.

Capacity building

The MEAL Officer will:

• Train project staff and partners on monitoring and evaluation tools, methodologies, and data-quality assurance.
• Provide ongoing technical support to field teams and partners.

Learning and accountability

The MEAL Officer will:

• Facilitate learning reviews and reflection sessions to improve program design and delivery, in consultation with the program team and partners when necessary.
• Support the development of feedback mechanisms that promote community engagement and accountability.

Collaboration and coordination

The MEAL Officer will:

• Work closely with coordinators, program managers, field staff, and external evaluators.
• Liaise with donors and partners on monitoring and evaluation matters.
• Represent MdM at meetings and workshops related to monitoring and evaluation.

CUTTS Hep C research project responsibilities

The MEAL Officer will:

• Monitor data entry in REDCap in accordance with the relevant protocol and standard operating procedures.
• Provide data extracts to support analysis by the operations team.
• Support study sites during the data-entry process and respond to their questions as part of capacity-building efforts.
• Review data quality, identify and resolve data queries collaboratively, and follow up on corrective actions relating to identified protocol or data-quality gaps with the research team.
• Act as a bridge between REDCap and Monitool by using REDCap data to populate Monitool indicators.
• Participate in quarterly site-monitoring visits.
• Complete the study-monitoring checklist to ensure that processes meet the applicable protocol, standard operating procedures, and Good Clinical Practice requirements.

The MEAL Officer may also be assigned other duties by the supervisor or management.

Required profile

Educational background

Candidates must have:

• A degree or diploma in Monitoring and Evaluation, Data Management, Public Health, or another relevant field.

Professional experience

Candidates must have:

• A minimum of two years’ experience in monitoring and evaluation.
• At least three years’ experience working on development projects with international non-governmental organizations or non-governmental organizations.

The following will be considered added advantages:

• Experience working with key populations.
• Experience in research data management or health research.
• Experience using REDCap or similar databases.
• Basic knowledge of research protocols, standard operating procedures, and Good Clinical Practice.
