WCS is an equal opportunity employer and seeks a Landscape Monitoring and Evaluation Manager under the auspices of the Greater Ruaha-Katavi Landscape Program. The Landscape Monitoring and Evaluation Manager will be based in Mbeya, but with frequent field travel, and will be a senior member of the Greater Ruaha-Katavi Landscape Program and will report reports directly to the WCS Program Director.

Essential Duties and Responsibilities

Design Strategy

• Facilitate the establishment of baselines for all new project interventions in the Greater Ruaha-Katavi landscape.
• Develop data collection tools including checklists, forms and questionnaires for data collection.
• Provide guidance in the development of the overall monitoring and evaluation of the program in accordance with program M&E Plan.

Program Progress Management

• Conduct regular visits to program field sites for data quality assurance documentation of lessons.
• Support the process of development and revision of overall landscape program and individual program annual workplans in coordination with program technical staff.
• Monitor and document progress of implementation of project workplans.
• Undertake periodic reviews of implementation and operation of the monitoring system to provide on-site solutions to the existing challenges and situation in accordance with the plans for the overall landscape program.
• Coordinate the monitoring of implementation of the program workplan and ensure that program monitoring plans are submitted to relevant parties in a timely manner for review and approval.
• Work with the landscape leads in consolidation of landscape program reports.
• Review and provide feedback to all consultants’ reports made by consultants on commissioned assignments, as directed by program technical leads.
• Compile, check, sort and analyze qualitative and quantitative data for ongoing field activities according to the reporting guidelines.

Learning

• In collaboration with the Landscape Program Director, organize annual and periodic program reflection and learning meetings.

Support Landscape/Country Office

• Work closely with the landscape and country office to accurately document field success stories and lessons and share them with the program teams for wider circulation.
• Capturing and sharing of news, stories and conservation impact.
• Provide inputs to communications products, materials, and campaigns to ensure accurate information when required.
• Perform other tasks as requested and as relevant by the Landscape Program Director.
• Contribute to the preparation of draft technical report and comment on all field reports as directed.

Team & Representation

• Senior role in the landscape program.
• Support program teams in proper execution of project workplans.
• Facilitate M&E capacity building trainings and meetings within the program area as per program workplans including leading data analysis and management and involving program partners where relevant.
• Facilitate assessment of program performance and provide feedback to the program teams.
• Establish relations and keep effective relationships with program partners (multi-sectoral, government and non-governmental) at local and national levels for implementation and networking/lessons sharing.
• Ensure good and close liaison in collaboration with program teams, stakeholders and other WCS partners, including with transboundary colleagues in Zambia as required.
• Archive all M&E work both electronically in a centralized location for team members and in hard copies.

Other Duties

• Provide succinct written monthly progress reports for the Program Director and help prepare funding proposals, donor reports, technical updates, success stories or other as requested.
• Integrate with a dynamic and mixed team of conservation professionals, to work under pressure, meet deadlines and remain flexible regarding other work requests.
• As directed, support the visits of program donors, visiting WCS staff and others as directed.
• Represent the Program at key meetings, events, conferences etc., as directed.

General

• Always lead by example, maintaining the good name of WCS.
• Provide any other assistance as requested by the WCS Program Director.

Minimum Requirements and Qualifications:

• A minimum of bachelor’s degree in Natural Sciences, Economics, Environmental or Social Science, Development Studies, Natural Resources Management, Program and Project Management or Monitoring and Evaluation. A master’s degree in any of the above fields is an added advantage.
• At least 4 years of experience in data collection and assisting Monitoring and Evaluation of programs with proven experience developing comprehensive M&E frameworks and successfully implementing them for projects and programs for various donors.
• Excellent communication and facilitation skills.
• Ability to organize, conduct and document training in relevant disciplines.
• Strong analytical skills including analysis of both quantitative and qualitative data and strong experience in use of information management systems.

Additional Requirements:

• Excellent organizational and time management skills required to meet deadlines.
• Ability to work independently and as part of a team.
• Strong knowledge in Computer programs, M&E tools and databases.
• Highest level of integrity, honesty, and sense of responsibility.
• Desire (and ability) to work under challenging field conditions with limited supervision.
• Valid driving license and 4×4 experience preferred.
• Position is open to Tanzanian nationals only.

Remuneration:
Level 8
A competitive remuneration package will be offered to the successful candidate.
