The main objective of the education emergency preparedness, response and recovery strategy is to ensure that appropriate systems, infrastructures, procedures and resources are in place in times of emergency to minimize adverse effects of the disaster.The emergency preparedness, response and recovery strategy, will serve as a guide for schools, wards, districts, regional authorities and ministerial departments on the provision of timely, precautionary and appropriate interventions that would save lives and minimize the adverse effects of a disaster.


Specific Tasks•Identify the most common (likely to occur) disasters in Tanzania, in specific regions and the magnitude of their impacts which would consequently affect the education sector.

•Conduct a situation analysis of the education sector’s capacity to appropriately prevent, or respond to a given disaster, in terms of preparedness (infrastructure, human and materials resources).

•Develop an emergency preparedness, response and recovery strategy which will clearly distinguish actions and commitments that are supposed to be put in place at school, district, regional and national level to get prepared, respond and recover from emergency.

•Prepare a briefing note for emergency preparedness strategy which summaries all the key actions that are in the strategy.

Description of the Assignment This work will be conducted in three phases:

▪ First Phase: This will involve literature review in which the most critical disasters/emergency issues in the country will be identified and the magnitude of the impact they cause will be analyzed.

▪ Second Phase: A team of experts from Ministry of Education, Science and Technology, PORALG and representatives from NACTE, VETA and higher learning institutions will be set up by MOEST to analyze the existing emergency preparedness and risk reduction programmes that are in place for the education sector.

▪ Third Phase: This involves actual development of the emergency preparedness strategy which will integrate experience from other countries and the overall literature as well as the knowledge shared through the team of experts from MOEST,PORALG and representatives from NACTE, VETA and higher learning institutions. The third phase will also include an integrated review by the team of experts from MOEST and rewriting of the document for the high-quality final strategy.



An Inception Report with findings from desk review and evidence gaps;

▪ A comprehensive report on the situation analysis (based on expert’s analysis – MOEST, PORALG and representatives from NACTE, VETA and higher learning institutions) integrating the findings from secondary analysis;

▪ Final high quality and costed education sector emergency preparedness, response and recovery strategy;

▪ A briefing note with a summary of the key actions included in the emergency preparedness, response and recovery strategy and their costs

▪ Organize an inception meeting to share the final education emergency preparedness, response and recovery strategy.


Reporting When
A report on secondary data analysis/literature review with clear objectives and recommendations for the new education emergency preparedness, response and recovery strategy Two weeks from the date of contract signature


A report on the analysis of the situation of emergencies in Tanzania and experiences in dealing with previous emergencies Within one month from the date of approval of the secondary data analysis/literature review
A draft costed education emergency preparedness, response and recovery strategy Two months from the date of approval of the situational analysis report
A high quality and costed education emergency preparedness, response and recovery strategy


April 2021-May 2021
Final report of the stakeholders meeting, revised strategy and a summary of key actions addressed in the strategy including the cost for each action May 2021-June 2021

To qualify as an advocate for every child you will have…


▪ Advanced university degree in behavioral and/or social sciences, particularly in communication for development; education planning, education programming and or education management and administration;

▪ 10-15 years of progressive work experience in education planning, management and administration with proved competencies/knowledge of education sector emergencies;

▪ Relevant experience in inter-disciplinary approaches in strategic communication, and development strategies, good knowledge of tools and resources to address issues of emergencies in education;

▪ Strong analytical skills demonstrated in dealing with assessment and design of strategies/guidelines for complex education programmes; and

▪ Knowledge of local development and global advances in emergency programming in similar contexts.
