Job Description


The primary purpose of the position is to create, modify, and test the software codes and scripts that allow computer applications to run, and integrate internal software systems with external systems. The programmer will be engaged with development team(s) in analyzing user needs, requirements and design software solutions for the university

JOB SUMMARY

This immediate opening of a Computer Programmer (ICT Officer) is for someone who will create and maintain internal software systems for SUA. The ideal candidate must possess a strong background in software development and programming. He or she must have an enhanced knowledge in programming on Linux systems environment. The candidate has to be a hard-working individual who has a creative and analytical mindset. He or she should be selfmotivated and self-supervised, and be ready for providing monthly work report.

Responsibilities and Duties
Designing, coding, and debugging software applications based on various deployment platforms (e.g. web, mobile, desktop etc.), operating systems, programming languages, database management systems, etc., software analysis, code analysis, requirements analysis, software review, identification of code metrics, system risk analysis, software reliability analysis, etc.
Assist and participate in analysis of user requirements, prototyping, development of new functionalities, maintenance of applications, integration of technological components, testing, deployment
Designing, coding and debugging web and mobile based applications in various software languages
Software analysis, code analysis, requirements analysis, software review, identification of code metrics, system risk analysis, software reliability analysis
Software testing and quality assurance
Support, maintain and document software functionality
Installation and configuration of appropriate application servers based on the application programs to be supported;
Support, maintain, and preparation of technical and user documentations for various software functionalities;
Training and support of software users for effective utilization of deployed systems;
Assist in troubleshooting and resolving routine software application problems;
Software modelling and simulation;
Front end graphical user interface design/programming;
Software testing and quality assurance;
Performance tuning, improvement, load balancing, usability, automation;
Integrate software with existing systems;
Evaluate and identify new technologies for implementation;
Working closely with analysts, designers and other staff;
Producing detailed technical specifications and software code documentation;
Production system maintenance and support;

Required Qualifications and Experience
BSc/BEng in IT/Informatics/Computer Science/Computer Engineering or equivalent degree from a recognized institution
Strong understanding of the Software Development methodologies.
Technical knowledge in determining end-to-end software requirements specification and design.
Good experience in software development, preferably in developing the development of at least two academic and financial applications with track records on such development work;
Working knowledge of various software languages [PHP (mandatory), JavaScript (mandatory), Python] will be added advantage.
Advanced knowledge in DHTML, HTML5, CSS & CSS3, Java Script, jQuery, jQuery Mobile and Responsive Web Design will be added advantage.
Practical skills on Object Oriented Design and Analysis (OOA and OOD)
Experience in developing REST/Web Services using various Application
Servers (Apache, Node.js etc.)

Practical experience in MVC PHP Framework (such as CodeIgniter, Yii, and Laravel etc.) and other similar application development frameworks.
Hands-on and proven experience with software code versioning and repository systems Jenkins, Git, Junit, etc.
Experience/knowledge on React and other front-end development languages (such as Angular) and tools.
Strong knowledge on MySQL and Postgres SQL Database Management Systems. Knowledge on MS SQL Server, Oracle and other DBMS will be added advantage.

Duration of Engagement
The successful applicant will be engaged for a contract period of one-year renewable annually upon satisfactory performance and availability of funds.

The start date is immediately. The duty station is in Morogoro – Edward Sokoine

Remuneration
A competitive compensation package will be offered to the successful candidate according to the applicable scheme of service and the Treasury’s Salary Circular No. 6 of 2015.
