role PURPOSE

With a commitment to strengthening local civil society, this position is part of Partnership Team that is dedicated to supporting and building the capacity of local civil society partners in Tanzania. The position holder will be responsible to provide oversight to and manage local civil society partner financial management, and ensure compliance and internal controls are adhered to. Enhance the financial capabilities of the Partners staff to effectively manage project implementation, budgets and reporting.  This position will assess capacity in financial management, develop a finance capacity building plan and implement it.

Dimensions of the Role

  • Reports to the Head of Partnerships (management, hard line) with technical reporting and accountability to Head of Finance (Dotted line)
  • Responsible for local civil society partner Financial management
  • Directly Supervises Project Specific accountants
  • Budget responsibility limited to Partner specific project budgets.

Accountabilities

Partners Assessments.

  • Regularly review and update the finance component of the capacity assessment tool, ensuring it is aligned to relevant Plan International policies.
  • Lead PUs and project team in partner capacity assessments as per approved standard capacity assessment tool and the process required to be involved. Prepare assessment reports with areas of risks and gaps and share the report and recommendations to Head of Partnership.

Partners Risk Management.

  • Work closely with Partner to make sure that every partner has risk register and it is updated. Supervise and organize training on financial risk and other risks which might hinder implementation of the project. Jointly with Partners prepare work plan to mitigate the areas which shown high financial risk

Partners Capacity Building

  • Conduct Financial capacity building on areas of financial management and other skills including the use of computer program like word, excel and various formulas in support of the preparation of financial statement, the use of various accounting package.  Training, workshops and individual coaching.
  • Organize training and refresher training on tax, risk management, internal control, Fraud, Financial Project Management,

Partners Financial Monitoring

  • Conduct Quarterly Financial monitoring in cooperation with PU /Project Accountants and timely submission of financial reports to Head of Partnership and Head of Finance.  Where needed, provide one on one support to assist the partner to develop good quality, timely reports.  Ensure this support is provided in time for the report to be completed.
  • Support supportive and collaborative Quarterly Finance and Program Joint monitoring with Partners working closely and in collaboration with Project Accountants.
  • Support the Finance review during the  Partner verification and beneficiaries feedback  exercises

Partner Financial Auditing

  • In collaborating with PU Accountants, conduct pre-audit , coach partner on pre audit exercise and review Partners internal control for the purpose of improving. Communicate to partner on when the audit will be conducted and make sure that all documents are available.
  • Follow up finance-related Partners audit actions

Fraud Prevention.

  • Review Partners Financial internal controls to identify weaknesses and share with Head of Partnership for Capacity Development Plan
  • Prepare mitigation of the areas identified as high risk in the organization risk register.

Budgetary Control

  • Support project team to Prepare work plan and budget in coordination with Partners
  • Oversee Partners Budgets in collaboration with PU Finance Accountants and Project Accountants.
  • Review Segregation of duties required by Partners during payments
  • Review Partner staff payments vs staff contracts

 

Compliance with Statutory or Regulatory Requirements including Taxation

  • Oversee Partners Donor compliance, policies and procedures of Government of Tanzania relating to all statutory requirements (PAYE, WHT, SDL, WCF, NSSF, HESLB) and any other income tax.

Management of Payments to Partners

  • Monitor the implementation of Partnership contracts with regards to partnership deliverables li financial requirements for timely and quality reporting.
  • Facilitate Payment to Partners aligning to the Partnership agreements
  • Ensure all the Partner Disbursements are liquidated in a timely manner
  • Review Partners liquidations to ensure they are in line with the agreed requirements
  • Monitor Partners unliquidated advances and the respective team staff advances.
  • Any other duties assigned by supervisor

Technical expertise, skills and knowledge

Essential

  • In-depth knowledge of Finance and accounting   preferably in Non-profit making organisation
  • A degree in Accounting or equivalent qualification
  • CPA/ ACCA qualification highly desirable
  • At least 3 years of relevant working experience in the field of accounting and finance
  • Good analytical skills
  • Good interpersonal skills (open minded, pragmatic, diplomatic…) with excellent skills in coaching, training and supporting staff to develop their skills.

Desirable

  • Excellent communication skills appropriate to the audience
  • Proficient Computer skills and use of relevant accounting packages
  • Ability to work in remote locations
  • Ability to work under multidisciplinary and multicultural environment
  • Good English language skills (oral /written)
