Danish Refugee Council (DRC) is an international non-governmental organization which helps and promotes durable solutions for refugees and internally displaced people, on the basis of humanitarian principles and human rights.
Danish Refugee Council is a humanitarian actor in Tanzania. Since 2015, as part of the Burundian Refugee Response in Tanzania, DRC works in the sectors of Camp Management, Protection, Economic Recovery, Energy and Environment in Nduta & Nyarugusu Camps and host communities. Economic Recovery livelihood and food security activities include, income generating activities, TVET – physical and online learning, home gardening, financial literacy and savings initiatives, life skills, business planning and development including community enterprises, green job opportunities.
Name of the Position: – Economic Recovery Team Leader
Reports to: – Economic Recovery Manager
Supervise: – Economic Recovery officers, Assistants, Incentive staffs and/or Village Agents.
Duty Station: – Nyarugusu Refugee Camps and Host Community.
A Economic Recovery Team Leader, under the management and supervision of the Economic Recovery Manager and in close collaboration with UNHCR and the camp-based government coordination bodies will be responsible for overseeing implementation of Livelihoods activities in the Nyarugusu refugee camp and host community. The Economic Recovery Team Leader is therefore expected to be flexible to work in different locations over the course of the programme.
Develop, coordinate, plan, implement, monitor and report on DRC´s Livelihood and Food Security programming with special focus on; economic assessments (training needs, value chain, etc) training and vocational skills (TVET), business planning and development, community enterprises, financial and saving support including VSLA, home gardening and food security, capacity building with stakeholders.
Work with established community-based structures in the community and be solution-oriented in terms of challenges arising from individual activities and the programme as a whole.
Contribute to developing new Livelihood and food security initiatives /sustainable environment proposals and fundraising relating to emergency and longer-term response.
Closely work with the DRC Protection teams on referrals to livelihood programmes of PWS, support to womens empowerment initiatives, community messaging.
Jointly with others further improve the linkages between Energy and Environment and the creation of Income Generating Activities for Tanzanian nationals
Ensure implementation of Economic Recovery activities are in compliant with the Core Humanitarian Standards (CHS) and the DRC Code of Conduct (CoC);
Ensure targets are met under DRC’s agreement with donors, in order to be accountable to the stated goals of the programme.
Develop, coordinate, plan, implement, monitor and report on DRC´s Economic Recovery Programming for the operation.
Providing technical inputs to the programme throughout project cycle.
Oversee proper documentation of activities implemented and actors/beneficiaries involved.
Undertake regular field/onsite visits to ensure technical support to Economic Recovery staff and proper monitoring of the activities’ implementation in area of operation.
Work with established community-based structures in the community and be solution oriented in terms of challenges arising from individual activities and the programme as a whole.
Contribute in developing new sustainable livelihoods initiative/proposals and fundraising relating emergency and longer-term response.
Ensure lessons learned are documented, shared and reflected in program planning and decision making.
Work with Economic Recovery Manager and MEAL team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
Ensure that timely and quality project narrative reports are provided according to donors’ requirement.
Provide budget monitoring and expenses control including compliance with minimum DRC and donor requirements.
Foster and ensure Economic Recovery Officers and Assistants maintain productive, supportive and respectful relation to Incentive Workers and/or Village Agents employed in the programme.
Daily management of Economic Recovery Officers and Assistants including timely implementation of the project activities.
Provide support, direction and on-job coaching to Economic Recovery Officers, Assistants and Incentive Workers and/or Village Agents.
Ensure continuous capacity building among Economic Recovery staffs in handling the Economic Recovery programming.
Foster and maintain excellent working relationships with key humanitarian actors – local and international, including government authorities and non-state Actors, private sectors through regular attendance at technical meetings and bilateral meetings.
Liaise closely with other DRC’s sectors such as; Community Based Protection, GBV (womens empowerment) and camp management to ensure productive coordination and smooth implementation of the programme activities.
Experience and technical competencies:
Minimum 3-5 years’ experience in humanitarian Economic Recovery/Food Security programmes and/or a business background.
Knowledge and experience in implementing programmes in home gardening and agriculture, Vocational/technical skill development, financial inclusion and business and enterprise development.
Previous experience working with refugees or IDPs and Host communities’ members.
Experience in local governance, community development, community and social enterprise and participatory development programming highly advantageous.
High level of computer literacy (Microsoft Word and Excel);
Excellent written and oral communication skills in English.
Experience with supervising diverse team in terms of sex, race, faith, age, etc.
Excellent interpersonal and problem-solving skills, creativity and flexibility;
Comfortable in a multi-cultural environment, flexible and able to handle pressure well ability to engage with community members in an open manner, maintain confidentiality and respect;
University Degree in Business Management/Administration, Agriculture, Project Planning and Management, Community Development and other related fields.
Fluency in English
Fluency in Kiswahili
