Title: Director of Monitoring, Evaluation and Learning

Department: Strategic Information and Innovation

Location: Dar es Salaam

Reports To: Deputy Chief of Party/ Technical Director

Classification: Full-time

How will you fight for an AIDS-free generation?

As key personnel of the USAID Afya Yangu Northern program, the MEL Director will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities. S/he will have primary responsibility of reporting on project outputs and outcomes and for ensuring quality of interventions and establishing and managing a data processing environment responsive to USG reporting and learning requirements, including PEPFAR reporting expectations. The MEL Director will lead the development, implementation, refinement and harmonization of the USAID Afya Yangu Northern MEL system, including developing and operationalizing indicators, setting targets, monitoring implementation progress, ensuring timely data collection; and determining and implementing a learning agenda across all the technical components of the agenda including a community monitoring system.

No two days are alike at EGPAF, but what can you expect in this role?

Leadership and coordination of the various MEL departments, including M&E, informatics and collaborating partners
Development, execution and monitoring of the MEL plan and quality assurance surveillance plan (QASP)
Leadership in reporting on project outputs and outcomes, ensuring quality of interventions and establishing and managing a data processing environment responsive to USG reporting and learning requirements
Capacity building and technical assistance to field project teams and R/CHMTs on MEL activities
Provision of technical assistance and representation at national level
To be successful, you will have:

The MEL Director must possess at least:

A Master’s degree or higher in public health evaluation, public health, epidemiology, statistics, demography or related field.
At least 8 years of experience in monitoring and evaluation of HIV/TB programs of similar scope and size, preferably in a PEPFAR funded program.
Demonstrated experience in developing and managing data collection systems, with experience in Tanzania at community and facility level.
Ability to develop and implement quality assurance systems.
Familiarity with Government of Tanzania’s national HIV and TB prevent, care and support policies and plans.
Demonstrated ability to take advantage of new technologies to strengthen MEL ills.

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) began supporting HIV and AIDS programming in Tanzania in 2003 and established a country office in 2004. Ever since, in close collaboration and partnership with the Ministry of Health Community Development, Gender, Elderly and Children and Presidents Office Regional Administration and Local Government, EGPAF expanded scope to supporting quality comprehensive and integrated HIV, GBV, TB and Family planning services in the supported regions. Recently, EGPAF in collaboration with consortium partners Amref Health Tanzania, Engender Health, D-tree International and Matchboxology won the U.S. Agency for International Development

(USAID)/Tanzania Afya Yangu Northern is designed around client – centred approaches to address gaps in HIV, TB and Family Planning (FP) service delivery, while continuously building and transferring the capacity of local stakeholders for sustainable and country- led ownership. USAID Afya Yangu Northern will focus on intensely on direct service delivery across all regions in early project years, ensuring that gaps to epidemic control are identified, and tailored solutions are designed to meet the needs of vulnerable populations
