Baylor College of Medicine Children’s Foundation – Tanzania (Baylor Tanzania) is a local Non-Government Organization (NGO) registered in 2009 dedicated to supporting the provision of high-quality, comprehensive HIV/AIDS care and treatment to HIV – exposed and infected children and adolescents in the Lake and Southern Highlands Zones of Tanzania. Baylor Tanzania is a member of Baylor International Pediatric AIDS Initiative (BIPAI) Network which is headquartered at Texas Children’s Hospital, Houston, Texas, USA. Baylor-Tanzania is funded by the United State Agency for International Development (USAID), working to support the Government of Tanzania through Ministry of Health, Community Development, Gender, Elderly and Children and President’s Office-Regional Administration Local Government to improve provision of services for children and adolescent infected and living with HIV in Lake and Southern Highland Zones.

 

Baylor Tanzania is seeking applications on various key personnel positions for an anticipated United States Government (USG) Cooperative Agreement (720621-OVCNextGen-FY2021) to implement Orphan and Vulnerable Children (OVC) Next Generation activity in the 4 regions (Mara, Mwanza, Kagera, and Geita) of the Lake zone in Tanzania. This potential five years OVC activity is designed to increase access to and use of health/HIV, social, and protection services among OVC and youth. Position Title: Director Monitoring, Evaluation and Learning (MEL-Director)-1

Reports to: Chief of Party (COP)

Position Location: Mwanza, Tanzania

 

Job summary and qualifications

 

The Director of Monitoring, Evaluation and Learning (MEL-Director) is be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts. The MEL leads the analysis of data collected for assessment of progress and areas of improvement and overall data management. S/he guides reporting processes amongst technical staff and consolidate program reports, and promotes learning and knowledge sharing of best practices and lessons learned. S/he supports all the technical staff in MEL functions and manages any MEL related staff in the program. At a minimum, the Monitoring, Evaluation and Learning Specialist will have:

  • A Master’s degree in a relevant discipline, such as mathematics, statistics, informatics, or a related field with knowledge/skills of Geographical Information Systems and information technology.
  • At least seven  years of experience implementing monitoring and evaluating activities for complex programs in developing countries.
  • Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the objectives of this activity (e.g. service integration and performance against each result area) and in the application of statistical methods and database management.
