Overall Job Purpose
This is a senior role within Global Procurement where the role holder will be accountable for delivery of procurement related activities for a country within Barclays Africa covering a moderate annual spend/budget up to £25m GBP.
The role holder is shall assist the Africa Head of Procurement (AHOP) as part of the leadership team to deliver the Global Procurement agenda within their country.  The role holder is the focal point of contact with the country leadership to provide direct client support and local supply market peculiarities
As required by the AHOP, the role holder shall be accountable for the delivery of both in country and pan African, initiatives e.g. to improve the commercial, cost, income, risk, compliance or service performance of the supply base across all Africa RBB business units.
The role holder shall be accountable for:
• Operating as a ‘trusted commercial advisor’ for their BU (whether supplier related or not)
• Developing and leveraging relationships with key stakeholders in their country (see Stakeholder Management section below)
• Maximise value by leveraging on the transactional hub in Kenya that drives improved efficiency, control and operating cost reduction
• Working within agreed engagement models between Global Procurement, regional Procurement and the COUNTRY and in particular, driving value from pan African deals
• Supporting the AHOP to influence the commercial agenda within their country in relation to ‘make versus buy’ decisions, implementing pan African wide deals and providing procurement consultancy and advice
• Working collaboratively across Global Procurement and the business to deliver the Global Procurement and RBB agendas
• Proactively drive deals according to set criteria towards pan African and Global category strategy integration to maximise value to the business
• Raising the profile and selling the benefits of effective procurement processes and the Global Procurement capability within the COUNTRY
• Qualifying opportunities, interpreting needs and securing resource to execute initiatives to improve the cost, income, risk, compliance or service performance of the supply base for their specific COUNTRY and across Africa/RBB/the Group
• Obtaining relevant commercial information from the strategic planning process and Change/SI Portfolio to feed into category plans/Global Procurement agenda
• Helping the AHOP and the Africa/RBBCPO to deliver the COUNTRY and RBB Procurement Plans
• Reviewing the quality, commercial impact, risk profile and operational impact of deals for their country and ensuring an effective hand over from Global procurement into BAU service management is performed
• Representing the AHOP and their COUNTRY at relevant Global Procurement and business forums
• Assisting the AHOP to delivery against the SRM agenda for their country
• Assisting the AHOP to deliver the supplier risk agenda for their country
• Assisting the deployment of the Global Procurement Citizenship agenda
Providing leadership and development for a team of highly motivated and capable procurement professionals
STAKEHOLDER MANAGEMENT (30%)
STAKEHOLDER MANAGEMENT (30%)
The role holder shall be accountable for:
• Ensuring self and RBB Procurement Team exhibit world class relationship management with key stakeholders within –
? Their COUNTRY and are seen as a ‘trusted commercial advisor’ who clearly understands their COUNTRY’s priorities and strategic agenda; and
? Global Procurement to deliver against their COUNTRY and Global Procurement strategic agendas
• Leveraging relationships with key stakeholders by –
? Obtaining buy in to Global Procurement agenda/strategy/operating model and in particular promoting and pan African deals
? Delivering the annual procurement plan and objectives for their COUNTRY and ARBB
? Obtaining decisions for deal escalations, resolving issues or removing ‘road blocks’
? Canvassing internal  customer feedback and implementing action plans as a result
? Being a ‘Go To’ person for Global Procurement engagement requests
• Representing the AHOP/COUNTRY/Global Procurement within their COUNTRY and Global Procurement forums
• Communicating plans and strategy to different audiences (Suppliers, Clients), facilitating appropriate team members from country for strategic sign-off and operational duties
• Managing clear stakeholder maps and an effective governance matrix (responsibility / accountability) for their country
• Obtaining senior approval for deal memos within their COUNTRY (as and when required)
COMMERCIAL (25%)
The role holder shall be accountable for:
• Supporting the AHOP to influence the commercial agenda within their country in relation to ‘make versus buy’ decisions, implementing African wide deals and providing procurement consultancy and advice
• Assisting the AHOP to ensure performance from the Category and Shared Teams to deliver country the COUNTRY and RBB Procurement Plans
• Embedding processes which exploit commercial synergies and interdependencies including the need for a ‘one team’ approach to working across Global Procurement.
• Ensuring that the Global Category Teams promote and encourage an outward focus on the supply base; that they pro-actively investigate supply market tracking and are receptive to innovation and change
• Assisting the Global Category and Global Servicing Teams in developing appropriate sourcing and supply chain strategies (in-house / outsource) with relevant footprint (on-shore / near-shore / off-shore) for their COUNTRY and across ARBB
• Feeding back business requirements to category teams to ensure delivery
• Ensuring business alignment to category plans
• Assisting the Global Category team to:
o Identify & Implement pan-African sourcing opportunities
o understand the in-country supply base and market
o understand business requirements & strategy
o optimise supplier selections and reduce dependence on local suppliers
o Working collaboratively across the RBB Procurement Team to deliver the Global Procurement and RBB agendas
• Ensuring a rigorous analytical approach to Total Cost Management principles, displaying best practice in cost modelling and technical competencies related to assessment of outsourcing (i.e. people, systems & assets).  Focus on total acquisition costs including activity based review and understanding suppliers’ ‘cost drivers’
• Providing expert commercial input to negotiations with suppliers and chosen service providers, where required
• Obtaining relevant commercial information from the strategic planning process and Change/SI Portfolio to feed into category plans/Global Procurement agenda
• Reviewing the quality, commercial impact, risk profile and operational impact of deals for their country and ensuring an effective hand over from Global Procurement into BAU service management is performed
• Improving and maintaining R2P and PSL performance
• Qualifying opportunities, interpreting needs and securing resource to execute initiatives to improve the cost, income, risk, compliance or service performance of the supply base for their specific COUNTRY and across Africa/RBB/the Group
RISK MANAGEMENT (10%)
The role holder shall be accountable for:
• Embedding sourcing policy and risk framework requirements as per the SSSMP
• Assisting the AHOP to ensure the supplier risk agenda for their country is managed effectively to ensure compliance with the SSMP
• Acting as a delegate to the AHOP for Supplier Principal Risk for their country
• Supporting the implementation of the overall control framework within their country
• Supporting remediation activities and dealing with escalations for risk and control issues within  their country (and takes ownership of driving local audit action points for local supplier issues)
• Identifies risk and control issues and escalates to the AHOP as required
• Assists the AHOP to monitor and reviews the level of supplier related residual risk across the COUNTRY
• Coordinating SSMP & SRM training requirements
SUPPLIER RELATIONSHIP MANAGEMENT (5%)
The role holder shall be accountable for:
• Ensure BU’s comply with and execute activities as per the SSMP
• Supporting the AHOP to deliver the SRM agenda for their COUNTRY
• Assisting category teams and service & suppliers managers to work collaboratively to deliver post contract benefits
• Dealing with escalations and issues requiring senior management attention and to support decision making
• Enable proper handover to SRM and or Accountable Executive at contract finalisation
LEADERSHIP (15%)
The role holder shall be accountable for:
• Providing leadership, line management and development for a team of highly motivated and capable procurement professionals
• Agreeing challenging performance objectives and providing regular feedback and coaching to ensure performance is maximized
• Inspiring and leading by example, providing clear direction and focus to team members and demonstrating behaviours required in order to achieve or exceed business goals
• Managing team performance, undertaking regular individual reviews to reflect achievements against targets/ behaviour and agree the way forward including training and development
• Driving improvement in EOS scores
• Providing active leadership and support across wider commercial community within the Bank to enable effective team performance
• Matrix managing the performance from the Shared Service and Global Category Teams within Global Procurement
• Working collaboratively across the RBB Procurement Team to deliver the Global Procurement and RBB agendas
• Supporting and contributing to team building and team dynamics through personally demonstrating leadership and team attributes
• Championing new ways of working with own team and wider community, ensuring new ways of working and cultural changes are embedded

The role holder shall be accountable for:

Technical Skills/Competencies
• Excellent knowledge of appropriate commercial models and approaches/techniques necessary to achieve best in class deals
• Sound knowledge and application of contractual law for relevant territories covered by country
• Ability to develop innovative sourcing strategies to maximise value-add for RBB and implement best in class deals
• Analytical and financial understanding of service cost models and lifetime acquisition costs, in order to support negotiations and in-source/out-source decisions
• Excellent contract negotiation skills in order to tackle escalated issues with key suppliers at Executive and Board level and develop win-win situations
• Relevant supply market and business knowledge pertinent to country sourcing activities coupled with ability to rapidly acquire and use new skills/information
• Strong networking/stakeholder management skills
• A sound understanding of the principles and application of risk management (in terms of sourced solutions) and commercial project management skills
• Sound knowledge of Bank financial approval processes including business case preparation, deal memos and presentation to the relevant governance board and management committees and all relevant intermediary steering groups
