As a Community Engagement Officer, the Employee is required to perform the following duties and undertake the following responsibilities in a professional manner.
Job Description
The Community Engagement will work with CHMT, Local leaders and community mobilizers to implement lifesaving HIV prevention program targeting at risk adult and children. S/he will monitor the implementation of community mobilization activities in compliance with the overall work plan. S/he will play a key role in ensuring that community engagement activities are conducted according to the National standards and EpiC standard operating procedures, and that beneficiaries receive quality services; s/he will also play a crucial role in supervising and manage community mobilizers (CM) and managing the execution of EPOA, by facilitating CM through conducting progress review meetings in monthly basis. S/he will act as a liaison officer between the project/organization, government teams and communities project serve. S/he will coordinate the case management team with health facilities and community for continuum of care. The CEO will report to the Program Manager and work closely with the CSO Biomedical technical officer and CSO Data Officer Supervising and managing all peers (educators, mobilizers, navigators), by making sure community activities are well planned and implemented to facilitate Comprehensive HIV service provision (HTS, PrEP, HIVST, TB, GBV and Family planning).
Specific duties include:
A: Community Engagement

- Work in collaborative with CBHCo, CHACC, WEOs and Local government officials in managing community engagement portfolio through making sure involvement of Peers, community mobilizers and PNs.
- Coordinate and support Peers, community mobilizers and PNs to implement and monitor the timely implementation of life saving community mobilization activities.
- Build capacity of Peers, community mobilizers and PNs to manage community activities and ensure proper planning and implementation of life saving community engagement related activities in compliance with the EpiC Implementation guide.

- Support and facilitate the management of all HIV positive recipients of care by establishment of case management team in conjunction with health facility.
- Support and facilitate Peers, community mobilizers and PNs to develop monthly route plans based on mapping reports and to guide the effective roll out of joint demand generation activities for biomedical services.
- Work with district officials CBHSP/CHAC to facilitate community engagement trainings/orientations to community mobilizers.
- Conduct monthly supportive supervision visits to assess community mobilization activities and their integration into the other services.
- Ensures timely and quality completion of technical deliverables and reports in accordance with guidelines.
B: Networking

- Establish effective work relationships with other stakeholders and R/CHMT partners on program activities.
- Work collaboratively with other project team members to ensure necessary program planning, development, and management activities function smoothly and efficiently and in an integrated manner.
C: Monitoring, Evaluation, Learning, And Reporting
- Monitor community implementation plans and progress as per EpiC project targets.
- Document experiences, prepare program and site visits reports, presentations, briefs, abstracts and articles/success stories
- Monitor and assess the performance of Peers, community mobilizers and PNs and quality of data submitted.
- Monitor and assess community response at the project wards and district.
Job related Experience and Knowledge:
- Bachelor’s Degree in social sciences, public health or related field with 5-7 years’ relevant experience; OR Master’s degree in social sciences, public health or related field with 5-7 years relevant experience.
- 5-7 years’ progressive experience in coordination and management of similar projects.
- Familiarity and experience with USAID/PEPFAR-funded programs.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- Proven experience in monitoring and evaluation of health projects.
- High degree of proficiency in written and spoken English communication.
- Well-developed computer skills.
